Dr. David Osman

Research and Evaluation Director

Dr. David Osman directs evaluation projects and leads business development efforts at Gibson. Being an applied educational researcher has afforded him the opportunity to explore a variety of topics at Gibson and he is most interested in exploring problems which result in positive changes in students’ lives – especially students who have been marginalized.

Dr. Osman has almost 20 years of experience in education, including serving as a teacher, instructional coach, and educational consultant. At Gibson, he leads teams of researchers in conducting evaluations for school districts and state education agencies around assessment systems, reading initiatives, educator professional development and pipelines, and school district management and operations. His work has supported organizations such as Fulton County Schools (GA), Garland Independent School District (TX), the Ohio Department of Higher Education, Orange County Public Schools (FL), Kansas City Public Schools (MO), and Rochester City School District (NY).

Dr. Osman is a leader in the field of educational evaluation and his work has been honored by the American Education Research Association (Division H). He is Vice President of the Texas Evaluation Association, past chair of Educational Evaluation at the American Evaluation Association, and an active conference presenter. His work is published in journals such as Teaching and Teacher EducationReading & Writing Quarterly, Exceptional Children, and Educational Psychology Review.

Before coming to Gibson, Dr. Osman directed a team of researchers in a large Texas school district in conducting large-scale program evaluations, supporting data use, and in building evaluation capacity. Prior to this, Dr. Osman served as a literacy consultant, providing district- and school-level guidance and analyzing literacy data.

Dr. Osman earned his Ph.D. in Educational Psychology from the University of Texas at Austin. He possesses master’s degrees in Quantitative Methods (from UT-Austin) and Curriculum and Instruction (from Texas State-San Marcos), and is a certified Institute of Education Sciences What Works Clearinghouse reviewer.
