Round Rock Independent School District

The Challenge

In response to legislative and regulatory changes affecting the provision of dyslexia services in Texas, Round Rock ISD recognized the need to examine its special education and 504 service delivery models. The district faced a pressing question: How could it ensure students with dyslexia were receiving services in alignment with new legal requirements while maintaining instructional quality and program continuity? The Board of Trustees commissioned an independent review to assess readiness, capacity, and compliance across programs serving students with dyslexia.

Gibson conducted a Targeted Special Education and Dyslexia Program Review for Round Rock ISD. The review focused on three primary goals:

  • Assess the district’s readiness to shift dyslexia services from Section 504 to Special Education under IDEA, in compliance with House Bill 3928;

  • Evaluate service delivery systems, staffing, and organizational capacity;

  • Provide actionable recommendations to support a compliant, student-centered transition.

Key activities included:

  • Review of program documents, staffing structures, and service models;

  • Analysis of dyslexia screening, evaluation, and eligibility practices;

  • Interviews and focus groups with district administrators, dyslexia interventionists, special education staff, and campus leaders;

  • Benchmarking of current Round Rock ISD practices against state expectations and promising models.

Results

The final report provided a detailed, evidence-based roadmap for improving service delivery for students with dyslexia and special education needs. Key findings and recommendations included:

  • Clarify Program Structure: A need to define distinct roles and responsibilities between Section 504 and Special Education to support the transition of dyslexia services.

  • Improve Evaluation Processes: Enhance documentation and consistency in dyslexia evaluations to meet IDEA requirements.

  • Address Staffing Gaps: Expand staffing to ensure adequate coverage for dyslexia evaluation, instruction, and case management under Special Education.

  • Align Practices with Policy: Update procedures, training, and data systems to support full compliance with HB 3928 and TEA guidance.

The review was publicly presented at a Board meeting and became the foundation for the district’s strategic transition plan. It offered both a compliance lens and an improvement agenda, helping Round Rock ISD better serve its dyslexic students and prepare for future regulatory shifts.
